I believe the episode of How I Met your Mother 25 May 2009 7.30pm breached broadcast code 3.4 in that it promoted the use of illicit drugs and also promoted the irresponsible use of licit drugs as follows.
1. Promoting attendance at a Rave party where drugs are present when the joke was made " they thought I was a Narc" after two characters had attended a Rave Party.
2. Referring to a beer bong as a mainstream item thus legitimizing drug use which is the predominant use of a bong
3. Promoting as humorous the use of a bong to binge drink alcohol.
